Overview: The City of Lynnview is requesting quotes from qualified lawn care contractors to provide mowing and routine grounds maintenance services for properties located within the confines of the City of Lynnview.

Summary:

There are several areas within the City of Lynnview which are public areas that must be maintained by the city, or a provider selected by the city.  Once again, it is time for the city to seek input from businesses about the possibility of providing the lawn care and maintenance services necessary to keep the city owned properties in an acceptable condition as mandated by Louisville Metro Code Enforcement.  These areas as stated are public areas, and as such are extremely visible.  Residents of the city pay city taxes annually.  Payment for the cost of these maintenance efforts is derived from a portion of those tax remittances.

 

Scope of Services:  The contractor shall provide all labor, equipment, fuel, materials, and supervision necessary to perform the following services: • Mow all turf areas on a regular schedule during the growing season (April through October) • Trim grass around trees, fences, buildings, signs, and other obstacles • Edge sidewalks, curbs, driveways, and landscaped areas • Blow grass clippings and debris from paved surfaces upon completion • Remove litter from turf areas prior to mowing • Report any observed property damage or safety hazards

Property Information and Service Location(s):

•        1241 Gilmore Lane (City Hall) – all building areas, parking areas and landscaped areas.

•        1239 Gilmore Lane (Liquor Store) – all building areas, parking areas and landscaped areas

•        1231 Gilmore Lane (Daycare) – all building areas, parking areas and landscaped areas

•        Retention Pond - GILMORE – Expansive pond area behind Lynnview City Hall, this area must be mowed, trimmed, culvert areas cleaned and trimmed, fence areas trimmed routinely to prevent extensive overgrowth.

•        Retention Pond – SWALLOW – Expansive pond located within the City of Lynnview at the intersection of Swallow Road and Pigeon Pass Road.  This area must be mowed and trimmed, culvert areas must be cleaned and trimmed, fence areas trimmed routinely to prevent extensive overgrowth.

•        Retention Pond – WARBLER – Expansive pond located within the City of Lynnview at the intersection of Warbler Road and Pigeon Pass Road.  This area must be mowed and trimmed, culvert areas must be cleaned and trimmed, fence areas trimmed routinely to prevent extensive overgrowth.

•        PRESTION DRIVE PUBLIC SPACE – all area must be mowed and trimmed including areas around trees and sidewalks, and roadway.  Debris/Litter must be removed prior to mowing.

•        BLUEBIRD CIRCLE PUBLIC SPACE - all area must be mowed and including the areas around trees and sidewalks, and roadway.  Debris/Litter must be removed prior to mowing.

AREA ONE:  1241 Gilmore Lane, 1239 Gilmore Lane, 1231 Gilmore Lane, Retention Pond – GILMORE

 3.8 acres with approximately half of that area on which mowing would need to occur.

 1.32 acres all of which mowing would need to occur.

ALL AREAS ARE REQUIRED TO BE MOWED AND TRIMMED.  These areas are owned by the city and as such the way these areas are maintained reflects the character of the city and it’s leaders.  Code Enforcement efforts consistently require residents to maintain properties to a level of acceptability that is governed by City of Lynnview Ordinances, and the ordinances of Metro Louisville.  If these areas are not maintained properly, it is difficult for the city to enforce the codes on property owners.  We must lead by example, and areas cannot be left unattended.  City leaders know when maintenance is faltering because phones start ringing consistently with concerns by neighbors.

 

4. Service Frequency Please provide pricing for:

• Weekly mowing service is required. (APRIL THROUGH OCTOBER)

• Additional mowing visits as requested to help with:

•        Code enforcement issues with individual property owners

•        Code enforcement in city easement areas

•        Providers should list an hourly rate for these one-off kinds of request.

CONTRACTOR MUST BE PREPARED TO DEDICATE AN ENTIRE DAY TO COMPLETE THESE SERVICES FOR THE CITY WITHOUT EXCEPTION.

 

5. Contractor Requirements Vendors should include:

• Company name and contact information

• Years in business

• Proof of insurance

• References from similar customers

• Description of equipment to be used

• Estimated response time for service requests

 

6. Pricing Provide the following:

• Price per mowing visit

• Seasonal contract price (if applicable) – Monthly and Annually

• Additional fees, if any

• Optional services and associated costs

7. Evaluation Criteria Quotes may be evaluated based on:

• Cost

• Experience and qualifications

• References

• Ability to meet scheduling requirements

• Quality of proposed services
